Interesting take, David. What is your estimation of such places as Astana, Kazakhstan? Many of the worlds futuristic architects( Kisho Kurokawa or Norman Foster) have been part of this strange, yet formidable undertaking in design and social transformative vision under the auspices of its offbeat President, Nazarbayev, and his chief planner Vladimir Laptev. Although the site is in one of the coldest parts of the Steppe with temperatures dropping below -40c it seems that this city is destined to become a global religious and financial center along with Dubai. What is the financial model of this city? Do they have free trade zones somewhat like Dubai? There have been many criticisms of Nazarbayev concerning corruption, etc. Yet, he seems to be offering an interesting take for this region by bringing together disparate cultures into both a world religious and financial capitol based upon tolerance and furuturistic trends...

The people seem to be very happy. I don't know the answer to the second question, but many of the foreign residents have either been there for years and or have returned for a second stint and speak about how much they like it.
