There appears to have been no major rioting or civil unrest of Chinese stranded at the train stations. By contrast there were reports of lawlessness and looting in New Orleans. As for the rebuilding of infrastructure investment in defense against enemies outpaces defense against nature. That seems right given WMD, rogue terrorists and rogue nations, but still one might need to calculate which is the greater risk we face imminently, enemies or nature.
